Lead enterprise-wide Information Technology and business consulting initiatives for commercial and governmental clients.
Key accomplishments and contributions:

  • Provided strategic and tactical leadership to full lifecycle service delivery projects and programs (cloud and Web-based application hosting, customization, and development), meeting or surpassing contractual SLAs; served as OCIO liaison with internal stakeholders, vendors, and joint venture partners, and as primary escalation contact for customers.
  • Launched and championed the Program and Portfolio Management Office (PPMO), for a federal government bureau; elaborated and implemented a proprietary, SDLC-based, enterprise project life cycle methodology; established complete program tracking and control; centralized cost estimating, scheduling and planning; introduced dashboards for rapid and accurate reports; achieved immediate 25% resource utilization optimization.
  • For a financial organization, I actively managed the full lifecycle of a portfolio of software development programs and projects, with a combined budget of $3M/year, in an Agile environment; performed financial analysis and reported performance to client executives; supervised cross-functional resources and managed cost, schedule, risks and expectations.
  • Developed the application portfolio modernization roadmap for the IRS mainframe ecosystem; performed business and technical evaluation of 110 legacy applications; analyzed alternatives and recommended modernization strategies, business process improvements, and technical enhancements to the enterprise architecture.
